Peacework and Wargames: The Visions We Share

It may be a sign of megalomania or of a lack of focus. But I do write notes and posts that sort of treat the whole world at a given moment. I am writing this note in that extremely ambitious scope of trying to see roughly where the world is right now. That is of course far too much to do in so few words. In addition to constraints of length it imposes too many demands of other kinds on me and on my readers. Yet I feel drawn and compelled to this attempt to glimpse the current state of the world. Once again I sort of want to set down where the world is just at this moment before Spring in 2013.
This is one of the more shapeless and rambling notes and blog posts which I occasionally write. The unifying theme among the motifs and issues discussed in this Facebook Note and Blog Post is simply that in late February of 2013 there is a relevance to me in each of the things I discuss here. In other words these are the things on my mind which I do not deem too personal, secret or trivial to include in something like this.

I am going to discuss four subjects and also try to interrelate them a little bit. These subjects are:

1. The legacy of Pope Benedict XVI and his role as a retired Pope.
2. The economic future of this country, my state and region and the world as these things relate to a few specific political and social issues.
3. The changing face of military power.
4. The 2013 Academy Awards Presentations and the State of the film industry.

It is perhaps possible to suggest a theme beyond time alone. These questions mostly arise at the same time but I am also looking at all of them from the point of view of awareness of fundamental things. It is not a trivial challenge for any group or institution to keep a correct and vital connection with the real dynamic roots and essential vital energies that keep it alive. I will be looking at how the Catholic Church, Hollywood, the US military and the economy are challenged to remain properly connected to their real energies…

There will be many developments over time which will reveal the real legacy of Pope Benedict XVI more completely than it can be revealed now. However, I think some things can be well understood already. He accomplished something very significant simply by being the second consecutive non-Italian Pope. Alone Pope John Paul II could have been an anomaly but two makes a pattern. There is also the fact that he was able to bring a great deal of experience from a broad sampling of pastoral and doctrinal problems to bear as he sought out the new evangelization and the new ecumenism. However, I think the greatest legacy of the recent pontificate in recent terms will be in the field of liturgy which in turn relates to Christian unity and other matters in a fairly direct way. I think including the Anglican use and the Extraordinary Form of the Roman Rite of the Mass have made the Church more Catholic and complete in ways that are really significant…

Benedict XVI has reminded the world’s Catholics of the richness of community which exists in the worship of the church. This are the liturgical Rites of the Catholic Church?

It has been no mystery to the Church leadership that three major groupings of Rites exist in the Catholic Church with one of them divided into what constitutes almost two major groupings. All the Cardinals in the Conclave are likely aware that from these four parent rites over twenty liturgical Rites (Western and Eastern) have developed which are in union with the Holy See. But for a large percentage of the majority of Roman Catholics these realites are remote enough. Many have little or no knowledge of worship beyond the Roman Rite. Practical fellowship in the many rites which in turn constitute the Antiochian Rite (Syria) and the Alexandrian Rite (Egypt) rarely occurs for most of them. The Byzantine Rite is only slightly better known and few know it derived derived as a major Rite from the Antiochian, under the influence of St. Basil and St. John Chrysostom. More freedom and harmony with these rites and with the Orthodox Christians to which they often relate in many ways was one of the goals of the Second Vatican Council. Things have improved in that regard over the last fifty years and Benedict XVI has made a contribution in that regard but his main effect on these matters has been indirect.

In much of the world the use of particular words in the Catholic mass may not seem very important and even the gathering of 115 men in red hats to elect a Pope may not seem significant. But the ritual is important, the voice is often heard and people know that the Pope is a leader of opinion and ideals for many with whom they currently share the planet. In a bit I will turn to the Academy Awards which also are a compelling ritual and also symbolize a powerful voice in the world and also are very much of interest to many people who would not have to be interested in them. It is easy for certain people to believe that political and economic news is more compelling than it is. Modern people tend to think that all the pageants of royalty and tribal politics were superfluous extras and that the modern era has got it right. But there is quite a bit of evidence that such rituals were vital to maintaining even a minimum of the healthier kind of interest in government. That same general area of evidence leads us to believe huge numbers of the wrong people are alienated and disconnected as regards much of the political and macroeconomic world. There are many among America’s strongest allies and worst enemies who see in the current and concurrently running second terms for Obama in the White House and for Ban Ki-Moon at the UN a season for steady progress for world peace and prosperity as well as opportunity for their own country’s progress. Russia is able to undertake key social and economic reforms as it grows into a new position, China builds up its military, North Korea is perfecting the atomic warhead and the ICBM and Brazil is flexing its regional economic muscle. In the United Kingdom there has emerged strong support from all major political parties for increased funding towards and the official establishment of the External Advisory Service in the EU as well as other initiatives by Europe to act as a single power able to make real progress on promoting peace and development in conflict-affected zones and fragile states.
The efforts of various powers around the world comes out in a context of enthusiasm by Europeans and Asia’s little dragons (the relatively small trading powers for foundations of a better world order. There is a context for such efforts which all nations have agreed to and in which famous Americans of means have played a major role. Ted Turner, Bill Gates and Warren Buffet among others have really made an impact in the efforts to give effect to the agreements which were reached under the term Millennium Development Goals. The millennium is well under way now and 2015 was a benchmark year in this plan so little discussed and reported in this country. About a billion of Earth’s people live in countries where the social, political and economic order is largely defined by repeated cycles of political and criminal violence. The Millennium Development Goals such as halving extreme poverty, providing universal primary (or elementary) school education and stopping the spread of AIDS have proven very difficult to achieve where multiple low grade civil wars are shaping the live of the poor and those seeking to interact with them. Largely because of violence which often has global dimensions the many millions in conflict are making little progress and no fragile state or conflict-affected region is likely to achieve a single Millennium Development Goal. The United Nations, the European Union and many other institutions clearly indicate that for these millions to progress their states must undergo structural change. Many countries with little chance of positive reform must develop more capable civic and state institutions, transform their security and justice sectors and be in a position to deal with various parties and factions long at war of one kind or another to bring about demobilization and reconciliation. These reforms would be necessary before the current world order would breathe life into weak economies and foster new relationships between the citizen and the state in each of these countries and nations. One cannot help but wonder if all the distance between these Goals and reality is just an accident or whether perhaps the order we currently live in does not support these goals at all.

However, the same powers that have sought these reforms sense that they are not succeeding as well as could be hoped. Britain’s Conservative political leaders and Prime Minister can smell and taste the geopolitical winds enough to feel the need for security and will consider spending considerable monies made available by this move for a stabilizing internationalism and an expansion of the UK’s aid budget to be used on more old fashioned kinds of military peacekeeping and even more purely conventional defense-related projects.
The UK which has quite a bit of experience building Empires is both really interested in a better world and really aware it must remain engaged in a world where China, Russia, new organizations and international Islamism or very much engaged. For each of these powers armed humanitarianism is part of the total world strategy Britain will not be left out and is allocating 30% of the UK aid budget to fragile and conflict-affected states. This development will involve some defense profile as well. The Brits have declared that their world strategies and interest are enhanced and their engagement effectiveness is improved when the Ministry of Defense, the Foreign and Commonwealth Office and the Department for International Development work together, “sharing expertise while co-ordinating policy and strategy.”
In this complex world America has a government that does not draw up budgets, does not understand how to compare debt. Our public indebtedness is about one hundred trillion and not sixteen trillion dollars. It does not understand the international networks that can fuse and separate and has not really allocated sufficient resources to countering the kind of weapons postulated in the film Red Dawn which would take the whole internet off line, fry CPUs and jam communications simultaneously. We see the world adjusting to new patterns of reliance, we know carrier killer missiles with small warheads on mobile launchers can be rained down from space with amazing speed and we see that a new generation of projectiles hunt conventional rocketry more effectively than ever before but largely we do not adjust to these challenges but instead focus only on the lessons of recent conflicts in Iraq and Afghanistan. We see that our own social cohesion is under strain but really keep increasing the strain and not really securing the future and not thinking of what an American solution ought to be in deep terms.

I believe our models for economics and military projections are flawed badly. If we do not do a lot better soon there will be consequences. The solution does involve being alarmed but does not involve seeing the whole world as made up of full-fledged enemies. That approach would be one of many that would produce the same bad result. The result would be what?

The United States of America is moving towards a series of catastrophic military disasters. The country will awaken sooner or later to a future of having been entirely overrun by its enemies. The time for reform and appropriate action is quickly coming to an end.

Things are going to get a lot rougher than most people are prepared to deal with I fear. There is little else to say about the situation’s overall status and stature. There is a lot to say about what exactly I mean by that. However, for this note the short paragraphs above will have to do…

I now want to discuss the Oscars which I watched with interest on Sunday, February 24, 2013. The struggle for any kind of recognition this year was very intense. The year saw a lot of films that were at least of decent quality and many that had some ideas to work with as well.

I have not posted or written as much about the movies this year as I sometimes do. I did post a status after Dad and I went to see The Impossible in Abbeville one night. I also posted a review of Blood on the Bayou. I indicated similar things about both very different movies. I thought they were (on somewhat different scales) very good, solid picture and sound and well acted throughout. I also thought this was a great year for movies. The films seemed varied & excellent and on a year when I was able to go to more movies than I have in most recent years. It was also a year when I saw more movies than most but not all years of my life.

I have seen quite a few memorable movies in the last twelve months. The biggest one I missed was Amour. Other movies I have enjoyed were: Lincoln, Les Miserables, Zero Dark Thirty, Life of Pi, Silver Linings Playbook, Argo, Beasts of the Southern Wild (on DVD), Anna Karenina, Parental Guidance, The Cirque de Soleil Movie, Jack Reacher, The Hobbit, Blood on the Bayou, Django Unchained, Dark Knight Rises, Best Exotic Marigold Hotel, Atlas Shrugged Part Two, Skyfall, Hunger Games and Red Dawn. Then on DVD for previous years I saw for the first time Hugo and My Week with Marilyn. Movies besides Amour which I missed were Flight, The Master, Brave, Wreck-it Ralph and Moonrise Kingdom. However, I did see Moonrise Kingdom on DVD. I also thought the Twilight : Breaking Dawn Part Two did not deserve the Razzies but it was not the best even of that franchise. I was happy to see that Kristen Stewart held her head up at the Oscars and made a stunning presentation of herself after her Razzy as worst actress. The truth is I like The Avengers and the Hobbit and I did really like the Kristen Stewart and Charlize Theron work as well as most of the film titles Snow White and the Huntsman. The Twilight film joined with these films in selling a great deal of the popcorn and soda which along with the kids movies sales provide a place for all of us to watch the big screen filled with light.

Hollywood is a huge industry in America and it is our best claim to the kind of influence other people have a hard time stealing in a very competitive world. I support the movies by subscribing to Netflix, going to films and discussing them partly out of patriotic concern for a great American institution. But we all have our limits, I still chose not to see most of the movies that came out and I go to discount day matinees whenever possible. We live in a dangerous and intense world but sometimes the way we spend our leisure matters more than we might think. I thought this was a good year for a film with themes like those of Argo to be featured. I am glad it won best picture and hope we will use it and the other three political nominees Les Miserables, Lincoln and Zero Dark Thirty to remember that we cannot pretend governance doesn’t matter – it always does in the end.

Monarchy and Royalist Culture in America: Past, Present and Future/ Part One

I wish to outline the subject of monarchy and royalism in the United States of America. It has to be a significant part of the total discussion of the changes I am advocating in this long series of posts advocating an American Revolution. This time returning to mixed government from something which is tyrannical derivation of republican democracy whereas before we returned to mixed government from a corrupt royalist monarchy. In both cases seeking an equilibrium of the three forms of good governance which are monarchy, aristocracy and democracy. However, in this case moving from a republican to a royalist context. In a world where very long but entirely simplistic analysis is common we would need a bit of concise but complex analysis.In these brief posts I have tried to provide some of that.  We had a republican mixed government at the federal level with the President as the republican Monarch, the Senate and the Supreme Court  represent the republican Aristocracy and the House of Representatives  comprising the Democracy. That is the ideal government of many old forms of government. The President was elected by electors variously chosen, the Senators were elected by  the States legislatures. We now live in a dictatorship of the masses which is tyranny modified and complicated but still a majority tyranny at heart. The mixed government equilibrium is lost. I have proposed restoring mixed government this time Revolving into a royalist system.

This is not an easy thing to discuss and in fact is an entirely enticing thing to flee from discussing as rapidly as one possibly can and never look at again.  Yet I feel that I should discuss these issues here. I am afraid some of my dreadful lists may be coming up soon in an effort to address these matters. The changing of a from of government is always difficult and a bit traumatic under any circumstances but is even more difficult if on ie trying to establish a royalist regime like this one in this country. That is because the specifics of this case are altogether very challenging. It is important to make clear that this is not being proposed in abject blindness and disregard as concerns the strong factors related to the frustration of these plans.

We do have some royalist cultural elements so lets list some of them in no particular order:

1. Many of the Mardi Gras traditions of the Gulf Coast

2.The Kingdom of Hawaii and the role of Royal Hawaiian culture

3.The little known and appreciated but not inconsequential Acadian royal tradition.

4. The many ties with the Bourbon monarchy and aristocracy in the Revolution and Louisiana.

5. The heritage of the Napoleonic Empire  and its aristocrats with Louisiana, the Louisiana Purchase and the Confederacy.

6. The British ,French, Spanish, Dutch and Russian colonial heritage of many and varied regions of the USA.

7. Mexico’s failed European based  empire launched under Napoleon and ending in the execution of Emperor Maximilian is tied to our history.

8.Mexico’s Aborignal  American Empire of the Aztecs and the Mayan kingdoms (much less so) have ties towards our land’s populations and history.

9. The Bible and many of our religions which are influential have a strong royalist component and affect people’s thoughts and lives.

This is not nearly an exhaustive list. Also if (and that is nearly inevitable) there are some of these models that you particularly despise and reject for some reason  remember that Hitler’s Third Reich, the French Reign of Terror andmore than  half the failed states you ever heard of were republican systems. Yet surely we do not believe that everyone who founds a republic is going to end up where they were in those republics. Our examples given would be the sort of supermarket from which we could shop for precedents and patterns with the greatest legitimacy.

My posts are being written in a sense of just doing something that cannot be said to make an enormous amount of sense in terms of political logic.  I am doing what seems right more than what seems expedient. That is something many people do, attempt to do or think they are doing. However, when it comes to promoting a royalist revolution in the twenty-first century United States the improbabilities are so great that all other aspects of the quest are overshadowed by the low probability of success.

What  about the very heart of the matter. If there were an Emperor and Supreme President what would that accomplish and what would that be worth? Well first let’s consider the context of our situation. There are other forces out there seeking to create an empire in this area in the near future.

The Premiere of Libya addressed the United nations for the first time in many years after President Obama was elected. He also go the terrorist mastermind who took down the flight over Lockerbie Scotland released at about the same time. His speech did not get very good analysis and it got marginal coverage. Libya’s President Qadhafi attempted to simultaneously adopt the President, proclaim him President-for-Life  and President forever of the United States and to collect over seven trillion dollars in reparations. Obama may not have been ready at that time to support the idea of proclaiming himself African Emperor of the USA or even the moderate step proposed by Libya. The folks at Harvard might not like the way it came across, I do not know.  I am sure many honest people could argue that he had been teasing about the Emperor although Qadhafi did seem to suggest the nonroyalist dictatorship known  to have replaced the Republic of Rome before it adopted some royalist traditions as an Empire. Libya was part of the Roman Empire and the Premiere of Libya seemed eager to bring those facts to light. So all other possibilities should be interpreted in the light of the fact there may be real machinations going on to establish an African Emperor of America.  A primary value in making the Arcadian-Acadian Basileus Emperor is that he would take up that space and answer its calls and threats directly.

I have posted a great deal on royalism and its implications in this blog.  I have posted agreat deal about Acadian and American political, cultural and social traditions as well. Anyone reading this post who is really interested could search the blog and find parts of the subject discussed or ask me a question in the comments and have me direct them to those passages which discuss much of this.

But Obama is getting rid of our nuclear arsenal wholesale, committing us to use Russian capacity to get to space, spending us into oblivion and doing all he can do to raise every suspicion that he will utterly destroy this country. He is part of a deeply sick and disordered social context. We are running quickly out of time.

There are differences between dynasty and dynasty, king and king, regime and regime but any royalist monarch has the effect of joining the interest of an entire society into one personal interest. Part of being a royalist monarch is to be selfish and deprive others of certain kinds of selfishness. Commonly under many different religions and cultures a good king will allow individuals in the realm to accumulate power and wealth in many ways but still to be ruthless in denying them the powers and economic opportunities which are most likely to endanger the realm.

I will go into more details later but the structure of the proposed Royal and Imperial House will be essential to the other aspects of the Empire fitting together properly and the type of monarch here envisioned. However, it will be disturbing to the rest of the society to some substantial degree.  The next post may have to be longer. The point of this first post is simply to show that creating such a regime as I have described more or less right now is not impossible or unthinkable. It would simply have to be done — that is all.

An American Journey Through a Rough Day

I think that link has some relevant things to say which I will not repeat here, but what I do say here is realted to that page’s text. This has been a rainy day that followed going to a wake and involved slogging through ankle deep water on what is almost always dry land so it is perhaps not so unusual that I am in a rather dark and pensive mood. Each year the world seems a little further from appealing in many ways. Yet I do sense that my own life is moving in its own path as I think of all that is being daily decided and which does not mesh all that well with my own sense of priorities. Pesident Barak Hussein Obama has declared today that we should not “accept the legitimacy of continued Jewish settlements” that is not the sort of thing one should have to look for context to define.

He has zero credibility as anythiong other than what he appears to be a destroyer of Israel if he is allowed to be such. I am a real grown-up in a way that not so high a percentage of people are and I am not naive that Israel does not need to evolve — it surely does and so do her people. The world does really need change in my view. His comments about women and girls were rather oddly worded and I think that Obama has done all he could do to show whose side he is on and it is not the side of this country. He is eager to trade away any advantage in return for nothing.

Well anyway it was a rough day. But perhaps too rough to see it as clearly as I should. Tomorrow, I may try to find the transcript and think it over, we’ll see. The world gets on towards the end of the poker game where winning and losing are the only options left. We have much to resolve. I am inclined to want to pursue the policies laid out in this blog. Posts like Novus Ordo Seclorum    appeal to me. But it is all relative. Some nights one goes to bed knowing that one is not likely to get real happy in any likely scenario.

Novus Ordo Seclorum: My Views on a New World Order

I have reproduced it here with no improvements or changes whatsoever. Here it appears without tone or context and crtainly a bit the worse for wear. This is a bit of bloviation on the ideas I believe are important for human survival and prosperity over time.
 
If some of you were inclined to consider me a megalomaniac but just were not quite sure then this ought to help you feel confident in that assertion. This is my boldest note in this series. I ask nobody for anything in it but obviously it would require something of almost everyone alive. It is not the most ambitious thing ever published but it is close. I think in some ways it is also faithful to my American heritage especially.

The currency of the United States of America has a seal on it. The seal shows a pyramid which does not reach its zenith. At the place where the very top of the pyramid should be there is a small space to indicate flying or floating and the an eye in a triangle that fits the profile of the pyramid. Besides these graphic portrayals there are words which form part of the seal. Those words are “Novus Ordo Seclorum”, the Latin phrase translates as New Order of the Ages. The Founding Fathers of the United States believed and hoped that they were setting up a New World Order. To some remarkably high degree they succeeded. This my own view on the Novus Ordo Seclorum which I would devise from the vantage point of 2009.

I am closing in on the June 1 anniversary of my first Facebook note. I think I will try to lay out my own views of the world’s future and my own plans for a New World Order. When Osama Bin Laden lays out his views of the future the world knows that he has done a lot and and ended many lives and has fanatical followers around the world. When President George Herbert Walker Bush spoke of the New World Order and his vision for it the speeches were credible because he was the Chief Executive Officer of the world’s largest military and financial combination and a Nation with trade relations with and citizens from almost the whole world. When Stalin or Hitler or Lenin spoke of world change they were able to provide friends and enemies with similar reasons to believe listening to them mattered. When I am about to do it it will mostly seem arrogant and perhaps a bit delusional. The Realpolitik analysis is that I am not a lawyer or the holder of some well-known public office. The Realpolitik analysis is that if one were to stretch the total number of dangerous armed men in the world who might have a speedy response to my call to arms it would fall somewhere very far short of a division. The Realpolitik analysis is that unlike Popes Paul VI and John Paul II or even the Dhalai Lama I am not the titular head of all or a large part of a major religion. However, in the spirit of getting things off my chest this year I will discuss the ideas that I have had for quite some time and how they relate to the possibilities of a future for the world and for nations and peoples that certainly will not simply evolve. Therefore although it may do no more than provide definite grounds for certifying me as a megalomaniac or convicting me of some crime or other I will write down here the basic views I have as clearly as I can which have guided a sort minimal political activity of my own and some associates over several years.

The same side of the same Great Seal of the United States that appears on the same currency not only says “Novus Ordo Seclorum”. Rather, above the pyramid but not directly above its peak are the words “Annuit Coeptis”. That means “He (She or It) has favored our undertakings” and it is known that the designers intended the He or It to be either God or Divine Providence. That more or less Masonic quotation is very much in keeping with the spirit of true Judaism or Christianity. We do what we believe to beright in keeping with the Divine Will and he may bless our undertakings. We do not do nothing and hope to be rescued.

I am setting out these things in this venue as I have not yet ever set them outs so publicly. I have a five point plan in a sense although each point breaks down into a very complex outline. I think that if this plan is followed we will have many chances to make a huge mess out of our species an both our civilization (singular) and our civilizations (plural). If we do many tragedies and bad things will happen that would never happen if we did not do it. But we will have a chance for a future worthy of animals, plants and especially humans. We will have a future in which it is possible to hope that faith and idealism need not move towards becoming an ever more perverse joke.

III. The Human Habitat Expansion Treaty
IV. Formation of the Great Formal Federations.

Before I get really breaking down and laying out my plan I could ask the rhetorical question, why have a plan? Are to rephrase it, has being a collective clueless idiot served the human race well up untill this point? By my rephrasing you may guess that I feel and believe the answer to be “no”. But I will try to set forth some reasons for this position later on.

1. Since about 1100 AD there have been no large suitable new lands or even realtively large new lnds to open up to human settlement. In my view this really began a new era of human history. It seems to me that this really matters a great deal more than is ever calculated by anyone with power and influence. We, as a species, have a real need to colonize seamounts, the craters on the Moon and Mars and submarine coastal flats. Whether or not we do those things will significantly affect our chances for survival as a species and will help determine in countless ways the quality of that survival if we do survive.

2. Indefinite population growth is essential for healthy and worthwhile human development. There is no doubt that we can not plan for that if we do not maximize recycling in a different way then ever conceived, colonize space and colonize the underwater environment.

3.We must strengthen ancient and vital elements of civilization like the nation, the state, the nation-state, the family and the military tradition. To do these things will require aggressive proactive planning and action which will offset trends of change in the last two centuries especially. We must do this without halting the engines of change which are vital for renewing and organizing the economies and growth into the future.

4. I and some number of other people must either devote ourselves to reforms like these or else choose some far less savory course of action. For some of us there is profound personal dissatisfaction with the world as it is. There can be no real lasting adjustment to the status quo and therefore, while alive we must struggle.

I want to go through my plan in brief here. I fully acknowledge that there are few if any elements that will be fully explained and disclosed in this note. Especialy, My own role in such a future plan is de-emphasized here compared to some other drafts. I am not sure why exactly that is the case. Perhaps because I am largely just a trapped and semi-tortured captive of circumstance disclosing secrets after a long silence. Perhaps because there are no long-term possibilities fo living out my life to a natural span which are not profoundly unattractive and so I do not give the proverbial rat’s ass. Perhaps it is becuse the ideas matter to me and so I am introducing them into the stream of geo polical dialog. More than likely all the reasons delineated in the previous sentence play a part.

I. I suggest that reparations be paid for the Holocaust ny many parties which beneiftted or inherited from beneficiaries. I suggest that a large part of these funds bepaid to purchase the Sinai from Egypt and then a separate portion be set up as a development fund. This fund would also include a fund for concessions to be paid for in which those paying in to the fund would be preferred. This Sinai would be a State of a greater Federal Great Israel. The other States would be the Principal State of the Republic of Israel, the Capital Sate of Jerusalem, and the State of Palestine. The Republic would receive slightly more land than it yielded to form the Capital State of Jerusalem in the from of five state military reservations in the Sinai. Palestine would receive a conceesion the size of Gaza which would be one of three districts in that federal state. The remainder of Sinai would be composed of several federalized districts and it would form the fourth and last state.

II. I would like to see the UN Charter and operations reformed in a number of ways.
First, I would propose that Permanent Members of the Security Council be given the titles Founding Permanent Members of the Security Council and they alone would continue to have individual vetoes. However, I further propose that a handul of countries be sent a confidential invitation based on their ecnomy, population, military capacity and cultural dominance with the understanding that no more than 5 more Permanent Members will be admitted to the Security Council ( nominees I would include would be Japan, Germany, Sweden, Israel, Switzerland, Brazil and Saudi Arabia). The price for admission would be 10 billion US Dollars, cession of 50 square kilometers of their own land as a permanent UN posession and diplomatic and military reservation. These funds would be placed in an endowed Security Council fund able to provide operational funds for humanitarian programs of the Security Council.
Second, I propose that their be a founding auction when the Human Habitat Expansion Treaty (which I am going to discuss next) is made. I propose that the funds from auctioning off micro-state rights go into a permanent endowed fund to become the base of operations for the United Nations Space Authority. This would be the agency governing UN reservations on the Moon and Mars.
Third, I propose that the Vatican City be admitted as a full member and a number of other entities be granted membership as highest level of observer currently enjoyed by the Vatican.
Fourth, I propose a global house as a second chamber to our world government. This is the least likely change and the hardest to justify. I will not discuss it at length here but will discuss it again a bit in context as I discuss the formation of the Great Federations as the last section of this Note.

III. The Human Habitat Expansion Treaty is possibly the very most important of of aspects of my plan for the human future. This is really the challenge on which humanity will either open the path to a new future or else fail to do so. The other three aspects greatly affect the likely success and vibrancy of this part of the plan. I also think they have other important contributions to make to the human future but this is an entirely different level of importance.

The Human Habitat Expansion Treaty would make available for development in an effective way the surfaces of the Moon and Mars as well as many of the seamounts throughout the world. TheFormation of the great federations would modify the exact nature of the HHET compared to a world in which there is no such formation of Federations. But the the basic concept will be the same either way.

First, Free Access to Space will be preserved as the legal doctrine governing all orbits, asteroids, gas giant planets and minor moons. A few heavenly bodies would be placed into a provisional status. However, The surfaces of Mars and the Moon would be divided by legal right. About 10% would be permanently reserved under the direct control of the United Nations Space Authority. About 10% would be reserved for entities that are neither the United Nations nor a Nation State, about half of this auctioned off to the highest bidder for the creation of 50 colonial microstates on Mars and the Moon with the UN Space Authority holding the proceeds in a trust fund bearing interest for support of its programs. Each nation would receive one or two cessions on each sphere of about equal size if they are two. The amount of land received would be determined based on a four part analysis:
1. 20% of the whole surface would be divided equally among all nations without any difference.
2. 20% of the whole surface would be divided by all nations proportionate to their share of the world’s total wealth and economic output.
3. 20% of the whole surface would be divided by all nations proprtionate to their share of the world’s population.
4. 20% of the whole surface would be divided by all nations based on a score from a formula awarding points for their contribution to space, spacefaring capacity and capacity to currently plan and execute space colonization.
These national grants should each include a crater of varying quality which can be developed as Crater Cap Colony. These lands should border on the UN reserves on at least on small side and should be made withnatural borders from surveys and unique shapes where possible. Having said all this within those rubrics they should be squared or rectilinear where possible.

Seamount Colonies should also be discussed in the HHET but I willl merely state that here. The Waterford habs and fields radiating from a series of small artificial island mad of inert waste surrounding an umbilicus of air and electricity and elevators. A small port, solar and wind plant on the top of each Island would join fish processing and recreational facilities These busy surface areas would have no permanent residences however all of which would be underwater. There would be a small submarine port at the bottom of each island.

IV. The formation of the Great Federations (of no more than Six and no less than Four with Five as the ideal) would form a Security Council for the other new global house of the UN and would be observers in the other currently existing international house. These Federations would sign the HHET. They would also receive a grant on the Moon and Mars. The goal would be for 95% or more of all the world’s nations to join a formally recognized federation. This would be a huge constituional project. Doing the wrong thing would be worse than doing nothing. But such a goal is a vital part of optimizing the other goals. However, while I have written at great length about such federations in notes of my own this is not the time to go public with details.

Should all this impossibility become reality then I think we have to hope fro about a hundred years of relative peace. The reforms would increase the likelihood that our descendants will blast eachother aprt in figthers orbiting Jupiter. They would increase the chance of warriors starving out cities on Mars. However, they would decresase the prospect of Erth’s total ruin and the obliteration of humanity.
I am very serious about all of this. I say that not at all sure that I will be able to work on making any of it happen. So I have now exposed my major delusions of grandeur and am able to face the end of this annual cycle of Facebook Notes with peace. This new order of the ages would be an undertaking that could shape and channel human energies for at least 1000 years as for as its design goes. Our species has reached the age where we must take some real responsibility for the future of our descendants.
